
On December 3rd, 2024, under the framework of UP2030, Resilient Cities Network organized an in-person workshop with the Urban Resilience Department of the Municipality of Milan. The objective of the workshop was to work on the City Resilience Framework (CRF), a multi-thematic and qualitative methodology developed by the Resilient Cities Network with ARUP to support the assessment of the overall resilience of projects and strategies.
The workshop gathered a variety of internal stakeholders and expertise (energy, urban greenery, public space design, etc.) to co-shape the City Resilience Framework for its best application to the Milanese context and needs. The outputs of the workshop will serve to structure a CRF-based methodology to assess resilience and the urban and neighborhood scale, providing a list of guiding questions to be considered by the Municipality for strategy and project design. In the context of the UP2030, Resilient Cities Network’s work will allow the City of Milan to upgrade a methodological approach to monitor urban transformation projects at the neighborhood scale while taking into account the urban scale strategies in place or under development. The initiative will also facilitate a better uptake of the methodology across city departments.
From Emergency Preparedness to Energy and Municipal Finance, a diversity of CRF goals were analyzed by the participants, who were invited to reflect on the desired outcomes to achieve within the goal, and on the integration of each goal into their work and planning processes for urban projects. The participatory format of the workshop proved to be very useful for creating a collaborative environment to collect ideas and expertise.
