Lisbon is transforming Alvalade into a model of climate neutrality through smart solutions, retrofitting, and active community participation. Combining physical interventions and digital tools, the project inspires sustainable, resilient, and inclusive urban development.
The UP2030 Lisbon pilot focuses on transforming the Alvalade neighbourhood into a prototype for climate-neutral and resilient urban development. Centred around four pilot locations - São Miguel Rugby Club, Coruchéus Library, Alvalade Market, and the National Civil Engineering Laboratory (LNEC) - the project integrates physical interventions, digital monitoring, and inclusive community engagement to drive local impact and citywide inspiration.
With a strong foundation in Lisbon’s Climate City Contract 2030, the StepUP_LxALL prototype combines water and energy efficiency upgrades, nature-based solutions (NbS), mobility measures, and digital tools for circularity, resilience, and environmental monitoring. Real-time data on energy and water use, air quality, and solar potential helps to evaluate climate impacts, while workshops, festivals, and local initiatives foster collective ownership of the transition.
Residents, employees, urban planners, city policymakers, local organizations, visitors, and the broader local community.
The prototype contributes directly to Lisbon’s climate neutrality ambitions and sets a model for neighbourhood-scale transformation. By integrating digital innovation, infrastructure resilience, and social equity, StepUP_LxALL advances urban sustainability while preserving cultural identity and fostering shared responsibility.
