Rotterdam captures lessons from the BoTu 2028 program in a practical toolkit to support just, climate-resilient, and energy-neutral neighbourhoods citywide.
The UP2030 Rotterdam pilot focuses on transforming insights from the pioneering Resilient BoTu 2028 program into a practical and interactive Resilient District Toolkit. Designed for municipal practitioners and stakeholders, the toolkit consolidates case studies, methods, and interventions that promote climate neutrality, energy transition, resilience, and social equity at the neighbourhood scale.
Centred on the BoTu (Bospolder-Tussendijken) neighbourhood, the toolkit features clickable maps, stories, and resources ranging from energy retrofits to community engagement approaches. It also incorporates the BoTu Climate Storymap and connects with emerging tools like the NSM and Spatial Justice Framework. Developed collaboratively with local departments, community programs, and knowledge partners, the toolkit aims to scale tested interventions across Rotterdam’s districts.
Municipal departments, urban planners, local communities, climate adaptation practitioners, and district-level policymakers.
The Resilient District Toolkit enables Rotterdam to scale local knowledge from BoTu 2028 into citywide planning and policy. By codifying lessons in a flexible, easy-to-use format, the prototype strengthens Rotterdam’s capacity to deliver climate-neutral and socially just transitions, ensuring that resilience becomes embedded across districts and municipal practices. It also provides a replicable model for other cities addressing similar challenges of climate adaptation and inclusion.
