RESCCUE Database and Tool

Tool description

The RESCCUE Database and Tool is a decision-support platform developed under the H2020 RESCCUE project to help cities select the most cost-effective and impactful resilience measures. Originally applied in Barcelona, Bristol, and Lisbon, the tool has been tested and applied in Granollers as a support tool during the development of its prototype, specifically on the specification of technical criteria to increase the resilience of future developments to flooding episodes. At its core, the tool includes a robust database of adaptation measures focused on climate challenges like flooding, storm surges, combined sewer overflows, droughts, and heatwaves and a multi-criteria prioritization methodology that weighs both economic costs, risk reduction benefits and social, economic and environmental co-benefits.As a web-based platform, it supports informed, evidence-based decision-making, particularly when selecting or scaling nature-based solutions and technological interventions.

Objectives

  • Access a curated database of proven adaptation measures and best practices
  • Select climate change adaptation strategies based on cost-benefit and multicriteria analysis
  • Evaluate the resilience impact and co-benefits of various urban interventions
  • Use as a planning and negotiation tool to align urban development with resilience goals

Expected Impact

  • Strategic climate planning: Empowers cities to plan and prioritize climate resilience actions with measurable outcomes
  • Policy-relevant insights: Bridges the gap between technical analysis and policy planning
  • Integrated adaptation and mitigation: Supports climate adaptation and mitigation strategies in a single framework
  • Risk reduction through nature: Enables use of nature-based solutions to manage urban climate risks
  • Scalable approach: Offers transferable methodologies for broader application in UP2030 cities

Aquatec also provides complementary risk assessment capabilities to evaluate how measures (including nature-based ones) can reduce flood and sewer overflow risks under current and future climate scenarios.

How the tool supports cities' pathways towards climate action?

In Granollers, the RESCCUE tool directly supports the city’s vision for climate resilience, social equity, and technological innovation. Key contributions include supporting the selection of cost-effective adaptation strategies; promoting nature-based solutions integrated with existing green infrastructure; informing the design of an early warning system and smart sensors for flood risk; and contributing to the “Guidelines for Climate Resilient and Equitable Urban Developments,” with a focus on resilience criteria.
