Enhancing resilience in Lisbon: the role of supporting tools to foster adaptation in the urban water cycle

Lisbon has the vision and ambition to become a sustainable, resilient, inclusive and climate-neutral city by 2030, reinforcing its climate leadership position at European and global level. Lisbon's climate transition vision includes strengthening water-related resilience and adapting to extreme weather events, such as increasing water scarcity and more frequent heavy precipitation.

To support this path, it is important to make use of available tools allowing application at different scales, from the city to parish and facilities. LNEC has developed a set of tools addressing the urban water-cycle, some co-developed with the Lisbon Municipality. The application of these tools is ongoing in Lisbon and are briefly presented here, as they can be valuable to support other cities in their path’s development.

  • RAF ICARIA | Resilience Assessment Framework tool aiming at undertaking a structured urban climate resilience assessment to determine resilience development levels, with focus on the urban water cycle and its interdependencies with other services, considering natural areas. An innovative application at the parish and facility scales is on-going in UP2030, to identify strengths, weaknesses and improvement opportunities for resilience enhancement and to monitoring progress.   • Risk assessment tool for urban non-potable water reuse – an innovative methodology and digital tool for building hazard exposure scenarios within the human health and environment (groundwater and surface water) risk assessment. The standardized and easy-to-use tool allows to learn how to develop and replicate the risk assessment of non-potable water reuse tested in urban applications. The compatibility with the latest concepts in ISO standardization and EU regulations is ensured.
  • Decision support tool for alternative water sources – a digital tool aimed at smart urban water allocation (i.e. fit-for-purpose), to support smart decisions for an efficient water-energy-nutrient balance in the city to leverage circular economy (water reuse) and water resiliency (climate change impacts). It addresses efficiency, enabling quantitively and qualitatively matching of water supply to demand, while managing water volume, cost, energy, nutrients and risk.
 
  • Tools for measurements in the urban water cycle – an approach to guarantee the reliability of measurement results in the urban water cycle, ensuring its traceability as well as to know the uncertainty of measurements, allowing to validate its level of accuracy, providing measurement results with confidence. Furthermore, allows comparability with other results, for the class of problems under analysis. It fosters the confidence on data applied in decision models, e.g. for climate adaptation and sustainable development of urban environments.
