
The Green Finance Guide offers cities a comprehensive overview of financial instruments and mechanisms across different sectors and stages of project development to support sustainable urban initiatives. Its main goal is to help municipalities navigate green funding opportunities so they can access, combine, and apply innovative financing solutions for effective climate action.
The tool is organised into a series of modules. The core modules—Financial Instruments, Case Studies, and Financing & Technical Assistance Programmes—are structured as searchable databases that enable users to filter, identify, and explore options relevant to their specific context. The complementary modules provide high-level guidance and explanatory support, helping users understand how to navigate the broader climate finance landscape, design suitable financing approaches for their local circumstances, and engage with relevant stakeholders throughout the funding process.
Together, these modules aim to support both early-stage project planning and project upscaling by helping cities identify appropriate financing strategies, key stakeholders, and programmes, while also drawing lessons from real-world examples.
Municipalities often rely heavily on traditional financial instruments because they have limited knowledge of innovative financing mechanisms, face administrative constraints in coordinating green finance strategies, and encounter challenges in fostering public-private collaboration for urban sustainability investments.
The Green Finance Guide helps address these challenges by supporting cities in evaluating the feasibility and impact of projects and identifying suitable financing sources for pilot initiatives. It also assists in securing funding to expand successful interventions, enabling municipalities to strengthen and scale their sustainable urban development efforts.
