Tool description

The Service Platform is an online digital hub that brings together the key resources cities need to take their project ideas further and address their main challenges in governance, finance and knowledge sharing, with the aim of ensuring that these project ideas can reach more people and have a wider impact.

Objectives

Designed around the project’s 5UP framework (UP-DATING, UP-SKILLING, UP-GRADING, UP-SCALING and UP-TAKING), the Service Platform focuses strongly on the upscaling component and provides cities access to:

  • Analytical resources to help cities understand urban patterns, identify shared challenges and explore pathways toward climate-neutral and resilient development
  • Guidance on transformative governance and participation, supporting more inclusive, adaptive and collaborative decision-making for urban transformation
  • Frameworks for financing and investment, helping cities assess the socio-economic and environmental impacts of interventions and mobilise green funding for sustainable projects
  • 5UP Methodology Workbook, offering an integrated strategy for multilevel action on climate neutrality, resilience and spatial justice
  • Best practices from cities that developed a plan for the future for their pilot projects

By making these resources openly available, UP2030 ensures that the project’s insights and methods can continue to support cities in achieving climate neutrality.

Expected Impact

The Platform is primarily designed for actors who have already developed a pilot project and are seeking solutions to help them upscale it, with the objective of making a greater and more lasting impact over time. For users who do not yet have a project idea, the platform also offers resources to guide them in developing one, following the 5UP methodology tested during the UP2030 project. The aim is to expand the impact and give continuity to the projects that have been developed under the frame of the 5UP methodology and the topics of climate neutrality, resilience and just transition.

How the tool supports cities' pathways towards climate action?

On the one hand, the tool brings the following tools that address governance and financial dimensions, necessary for developing an upscaling plan:

On the other hand, thanks to the 5UP Workbook, the platform offers guidance for developing a project through following the 5UP methodology implemented during UP2030. This workbook, developed in an excel file format, contains a dedicated tab for each of the UP phases, where the user can find detailed information on the requirement for the execution of each step, as well as key resources that played a role in each phase. In addition, it showcases examples of UP2030 cities who have applied this framework, so users can find real-world examples on how a city can implement the methodology’s different steps and how the obtained results look like. Furthermore, an editable section is provided, so that users of the workbook can add useful information for their own context.

Lastly, the Service Platform is directly connected to the MOOC developed by UIC, titled “How to Build Carbon Neutral, Resilient and Just Cities”. The Service Platform provides links and indications of where users can find more information in the MOOC about certain concepts, tools and results included in the platform.
